Biography
Dan Harris is a principal based in Rome, Italy and an expert in the economics of gas and electricity markets around the world. He has been involved in client engagements across the full spectrum of the industry and his clients include energy regulators, competition authorities, gas and electricity network companies, gas buyers and sellers, and electricity generators.
He has contributed key analyses to some of the largest proposed energy mergers of recent times, assisted in estimating damages for several international arbitrations, and advised on cost of capital issues in regulatory proceedings. He has prepared expert witness testimony and analysis for several gas contract arbitrations and he works closely with renowned academic experts in Rome and London.
He has particular expertise in the valuation of interconnectors, LNG terminals, gas storage, and the analysis associated with gas contract ‘price re-openers’. Mr. Harris has undertaken numerous assignments regarding the design of trading arrangements, developing tariffs and access arrangements for gas and electricity networks, modeling of electricity markets, and performing analysis for ‘Article 22’ exemptions for LNG terminals and gas storage. In addition, together with fellow Brattle Principal Ahmad Faruqui, he has published several papers and given public presentations on the costs and benefits of smart meters and demand response in EU energy policy.
Prior to joining The Brattle Group in 2002, he worked for Shell for five years in a variety of roles.
